The DECT Institute was founded by Mr. Raymond D. Neoh—a pioneering figure of China's CG industry, globally recognized as the "Father of Chinese 3D Animation." As a premier institution for innovative education, DECT Institute is built upon the core philosophy of Creative Intelligence (CI). As a key part of CGGE's open-source creative ecosystem, DECT Institute operates in close synergy with sister organizations across the group: In partnership with the Krystal Institute in Hong Kong, we share education resources and research. With DECT Global Studio, we co-develop the Global Computer Graphics Production Standard (GCGPS). As the strategic design and executive team behind the International Artificial Intelligence and Creativity Conference (IAICC), we help shape the global creative conversation. Together, these collaborations advance industry standards and bring fresh energy to the global creative economy.

Raymond Neoh is a veteran entrepreneur and industry pioneer in the digital media and education sectors, and is the producer of China's first fully CG-animated film, "Thru the Moebius Strip". He has been involved in CG processing since early 1980's in California and is a voting member of the American Computer Machine Association and a member of SIGGRAPH. In 1998, he obtained support from the Hong Kong Government and the City University of Hong Kong to establish Digital Content Development Corporation Limited ("DCDC") and trained over 300 CG artists from 1998 to early 2000. Mr. Raymond Dennis Neoh was an executive director of DCDC between 26 March 1999 and 13 October 2001. He also set up the production pipeline which enabled DCDC to produce a 26 episode full CG television series, consisting of a total of 13 hours of animation.

Mr. Raymond D. Neoh is an entrepreneur and veteran of the digital media and education industries. In 2000, Mr. Neoh established the Centre for Digital Media Technology (CDMT) at the City University of Hong Kong, and the Institute for Digital Media Technology (IDMT) at Shenzhen University, bringing the latest technologies and know-how in computer graphics and animation to the South China region. Mr. Neoh produced "Thru the Moebius Strip", China's first CG animated feature film, and listed his company Global Digital Creations (8271.HK) on the Hong Kong Stock Exchange and served as its CEO. Global Digital Creations has been called the "Whampoa Military Academy" of China's animation industry, having trained nearly 5,000 media professionals for China's digital content creation industry to date.

Mr. Neoh then founded TQ Global, developing the first 3D racing game in Singapore used in the 2010 World Expo's Singapore Pavilion, with funding from the Singapore Workforce Development Agency. Mr. Neoh also founded the Institute for Digital Game Technology (IDGT) with Nanyang Technological University Singapore to conduct R&D in computer graphics, AI, and simulated physics. The Institute established 28 categories of national qualification standards for Singapore's creative industry, covering professional fields such as game design and production, 3D game asset modeling and texturing, rigging and concept art design.

In 2019, Mr. Neoh founded CGGE, and its subsidiaries Krystal Institute and Krystal Technology, to bridge the global digital divide through foundational education in digital knowledge, skills, and tools. CGGE has established academic partnerships with the Harbin Institute of Technology, Shenzhen University, The Chinese University of Hong Kong, The University of Hong Kong, The Hong Kong Polytechnic University, empowering the Group's R&D efforts. CGGE offers K-12 and professional education in Digital Economy Core Technology (DECT) subjects to over 1000 students a year. Krystal has also established a close partnership with the Blender Foundation, to promote open-source tools development, offering new talent to the creative industry. Through Animation World Network China (awnchina.cn), the Group also offers up-to-date news, consulting services, and organizes industry events.
